		<description><![CDATA[Southend Borough Council’s officers have recommended that its development control committee approve plans for an £8 million primary school in Shoebury. The development control committee will meet on Wednesday to consider the application for a three storey school south of New Garrison Road, which would replace Hinguar Primary School in Gunners Park. The school would include studios, a food technology lab and sports pitches, and these would be made available to the community during the evenings. There would also be 47 car parking spaces. The school could accommodate 300 junior school pupils and 26 nursery children, and could be finished as soon as January 2012. Officers at the Council said in their report: “The overall design provides an exciting contemporary design entirely appropriate for the proposed use. “It is considered the overall layout of the school will provide a civic landmark and community facility which respects the surrounding landscape.”]]></description>

		<description><![CDATA[By Rachel Charman As part of a series of improvements, Southend Borough Council contractors will carry out roadworks in various locations over the Easter break. There will be off-peak lane closures on Manners Way on 13th and 14th April, with one lane closed between 9.30am and 3.30pm to allow EDF and Virgin Media to lay ducts north of the zebra crossing. National Grid Gas and Cable &#38; Wireless began work this week relocating ducts withint he north footway on Prince Avenue and Priory Crescent, which have disrupted footways but not roads. On Wednesday 14th, BT will begin work to relocate ducts within the west footway on Victoria Avenue between Earls Hall Avenue and Earls Hall Parade, between 9.30am and 3.30pm within a lance closure. Tonight and tomorrow night lanes will be closed as part of the Progress Road Junction Improvement scheme. One lane will be closed in each direction at the junction of The Fairway and the A127 as EDF and BT lay ducts across the A127 east of the Fairway between 8pm and 6.30am on both nights]]></description>

		<description><![CDATA[By Rachel Charman Southend Borough Council’s chief executive Rob Tinlin has stressed the importance of the 2011 census to funding for Southend. The National Census will take place on Sunday 27th March 2011. At the last census in 2001, it is believed that Southend’s population was undercounted by up to 17,000 people. The Council says that this kind of error is of particular concern to Southend Together, the local strategic partnership, which includes the Council, NHS South East Essex, Essex Police and Southend Association of Voluntary Services. Government funding is calculated using the population figures of an area’s census, and so mistakes can lead to a serious lack of funding. Mr Tinlin said: “It is in everyone’s interest for vital for full and correct information to be recorded. “Future decisions and funding allocations for education, health, transport and many more public services are made on the basis of the National Census. “We want to make sure that in future, Southend receives the funding and investment it is entitled to. “We urge everyone to fill in their census form when it arrives. 		<description><![CDATA[By Rachel Charman Southend Borough Council has improved its DigiTV service to make accessing Council information easier. The Council’s existing DigiTV service has been boosted with a quick code to make it quicker and simpler to access. The service, which is free of change, can be accessed around-the-clock to Sky and Virgin Media customers, and is also available on Nintendo Wii games consoles, PCs and web-enabled mobile phones. Residents can use the service to find various information including facts about Council Tax, housing benefit, transport and waste services. Southend-on-Sea Borough Council’s Head of Customer Services, Nick Corrigan said: “DigiTV offers a very useful opportunity for people to find out key Council information at any time of the day or night. “It gives another free route to help residents access our services.”]]></description>

		<description><![CDATA[By Rachel Charman One of the leaders of protest group Saxon King In Priory Park (SKIPP) will lodge a formal complaint against Southend Borough Council over the treatment of protestors during the redevelopment of Cuckoo Corner. SKIPP and its supporters had occupied a piece of land opposite the roundabout at Cuckoo Corner to prevent road widening work being carried out. After a court hearing in London on Thursday, Southend Council won the right to evict protestors from the site, and the camp was dismantled. On Saturday 20th, tree fellers began work on the site, and removed 14 trees, many of which were infected with the giant polypore fungus which made them unstable. Bailiffs were also sent to the site to deal with any attempt to occupy the space or obstruct work. In video footage of Saturday’s work recorded by a passer-by (below), a man who has yet to be identified formally as a bailiff is seen pushing a protestor backwards to the ground, out the the path of an oncoming tractor. 		<description><![CDATA[By Rachel Charman Cllr Derek Jarvis, who is responsible for culture, has expressed pride in Southend’s renovated cliff lift. The cliff lift has undergone extensive restoration work costing £650,000, in which major structural steel works were made to replace corroded parts. The lift has new rail lines, brakes, controls and a new motor. Tomorrow, the passenger car for the lift, which was removed during work, will be replaced with the help of a crane. The passenger car has also been completely refurbished. Cllr Jarvis said: “We are very proud of our Cliff Lift, which is one of only 26 structures like this in the country. “The lift was built in 1912, in place of a former Edwardian-style travelator. We have tried as far as we can to keep the lift in its original form, replacing components where we needed to, and making sure all the safety features comply with current stringent European standards. “Our Cliff Lift is a much-loved part of our heritage and we know many people will be delighted to see it back in use again.”]]></description>

		<description><![CDATA[By Rachel Charman Southend Borough Council today began legal proceedings against the protestors at Camp Cuckoo. Court papers were served on the protestors, who are illegally occupying the site. The SKIPP protestors have occupied the site under section six of the 1977 Criminal Law Act, protesting against the redevelopment of Priory Crescent. Section six, regularly used by squatters in England and Wales, makes it illegal to use or threatening to use unauthorised violence to secure entry to any premises whilst there is known to be a person inside opposing entry. Reasonable force used by a bailiff with a court possession order is not considered unauthorised violence in the courts. Lorraine Butler, Interim Head of Enterprise, Tourism and Regeneration, said: “The aim of the legal proceedings is to take back possession of the land so we can begin work. “The protestors have no right to be there and their actions have already caused significant disruption. “Peaceful protest is everybody’s right in a democratic society but any action that hinders the progress of the approved scheme is not acceptable. “Their actions have left us with no alternative but to resort to legal proceedings to ensure we can progress with the scheme.” SKIPP [...]]]></description>

		<description><![CDATA[By Rachel Charman Southend Borough Council has received a national seal of approval from Customer Service Excellent (CSE). Southend Council was visited by an external CSE assessor, who found that Civic Centre staff members were rose above national standards for developing their understanding of the needs of customer groups, and for customer focus, which are two out of the five categories measured by CSE. CSE was created by the Government to help improve public services. The CSE standard is awarded to organisations after meeting criteria for customer insight, customer focused culture, good access to information, and the timeliness and quality of services delivery. Cllr Andrew Moring, who is responsible for corporate support services, said: “Preparing for accreditation helped us to look critically at the service the Customer Service Centre provides to our internal and external customers. “We also took the opportunity to look at ways to improve and enhance the skills our staff already had. “We provided extensive documentary evidence to support the five criteria we were measured against and were delighted to discover the external assessor found no areas of non-compliance. “He considered there were two areas where we exceeded all national expectations and was especially impressed by the [...]]]></description>
