		<description><![CDATA[By Rachel Charman A Stop Airport Extension Now spokesperson has denied that the group distributed letters that are under Police investigation. The letters break election law as they are by an anonymous author, which is illegal during purdah. The letters also make claims about council candidates and councillors which senior Council conservatives have called “misleading” and “damaging”. The letters were were allegedly delivered to houses in Southend along with SAEN literature. SAEN press officer Denis Walker told Councilbust.com: “Nigel Holdcroft&#8217;s assertion that SAEN has been responsible for ‘illegal’ election leaflets is a disgraceful slur and a desperate attempt by a failed councillor to deflect public anger away from himself. “SAEN absolutely denies any wrongdoing. 		<description><![CDATA[By Rachel Charman A Southchurch tree planting scheme has been destroyed by vandals, prompting outrage from Conservative councillor Brian Kelly. Cllr Kelly (left) has represented Southchurch since 1997 and is standing for re-election in May. He said: “We have done a new tree planting scheme at Bourne’s Green Roundabout to stop the damage to the verges from vehicles and installed trees to improve the environments of the new cycle way in Royal Artillery Way. “No sooner than these were all planted vandals came along and broke the heads off all the newly planted trees at Bournes Green Roundabout. “That’s more than £1,000 worth of criminal damage, which will double as we now need to replace the trees. “I really hope we will be able to do that as soon as possible, but I just don’t know at the moment. “I just cannot believe how thoughtless and destructive people can be. “Tree planting is all part of my commitment to making Southchurch a much greener place but these people are ruining it for everyone.” Cllr Kelly went on to point out that the Conservative administration has been criticised over its green policies such as the tree felling at Victoria Circus. “What [...]]]></description>

		<description><![CDATA[By Rachel Charman Southend’s two Labour party candidates have declared their interests ahead of the General Election in May. In late March, the Government urged people standing for election this year to declare the details of other jobs, property assets and their tax status, in order to promote greater transparency in Westminster. This voluntary declaration of interests was recommended in an independent review last year, following the scandal over MPs expenses and other illegitimate sources of income. The Conservatives have criticised the recommendations, saying that they do not go far enough as union membership is excluded from the interests. 		<description><![CDATA[By Rachel Charman The Small Shop of the Year Award, launched by Southend West Conservative MP David Amess, was given to Yorkshire business White Rose Books. Mr Amess, who is chair of the All Party Parliamentary Small Shops Group, launched the competiton for small shop of the year in January this year. Constituents were encouraged to write to their local MP to nominate their favourite small shop. Yesterday, the award was presented to Anne McIntosh, MP for the Vale of York, on behalf of Sue Lake and Steve Clements, the proprietors of White Rose Books. Miss McIntosh said: “I was delighted to nominate White Rose Books for this National Certificate of Merit as an Independent Small Shop for its community involvement hosting charity events such as the Rotary Santa Claus Grotto, book readings for children and for the exceptionally high standards they achieve with a willing staff prepared to go the extra mile for the customer.” Mr Amess and Kenneth Parsons, Chairman of the Independent Retailers Confederation gave presentations at the awards ceremony. 		<description><![CDATA[By Rachel Charman Rochford and Southend East Conservative MP James Duddridge has continued his campaign against Home Information Packs (HIPs). Mr Duddridge has raised various objections to HIPs in the past since their introduction in 2007. In a Parliamentary debate on Tuesday, Mr Duddridge asked Ian Austin, Minister of State for Regional Affairs: “If he will make it his policy to suspend or abolish home information packs.” Mr Austin replied: “The answer is no.” Unsatisfied with this answer, Mr Duddridge pressed the issue further: “It is unfortunate that the Minister has not taken a little more time to review the issue. “If he had, he might have looked at Northern Ireland where Ministers introduced energy performance certificates without HIPs. “Perhaps after he has done so, he might be able to take the opportunity to come back to the House with a fuller answer.” Mr Austin said: “Despite the difficulties in the housing market, HIPs are helping to speed up the process. “What happens is that every month&#8230; the Opposition come along and ask these questions and I have to tell them that a survey of 37,000 transactions showed that when a HIP is available, exchanges were completed more quickly. “I [...]]]></description>

		<description><![CDATA[By Rachel Charman Southend Borough Council is currently undertaking a rolling programme of appraisals cataloging Southend’s 14 conservation areas. These areas, which are of architectural or historical interest, are all part of Southend’s built heritage. The Council has called for people who live and work in each of the conservation areas to put forward their views on the sites before appraisals are finalised. Appraisals have been drafted for the Leigh Conservation Area and the Leigh Cliff Conservation Area. It has been proposed that both are enlarged, but first, residents can comment on the drafts. Drafts are available throughout the Borough libraries, or downloaded from the Environment and Planning section of the Council’s website. Comments must be returned by 12th April. Residents will be invited to comment on draft appraisals for the Milton and Shorefields conservation areas in Westcliff over the next few months. Cllr Anna Waite, who is responsible for planning and transport, said: “This is a wonderful opportunity for the people of Southend to have their say on how special interest areas in the borough can be preserved and enhanced. “I would encourage everyone to take part in the Conservation Area Appraisals and to help keep these areas special.&#8221;]]></description>
