The council has dropped plans to extend sea front parking charges following complaints from residents and opposition from some senior conservative councillors. The plans to charge for parking until 9pm instead of the current 6pm would have brought in £70,000, the council claims. However, the plan has been dropped after objections were raised by residents, town centre organisations and former executive councillor for transport Anna Waite. “There are early signs that the local economy is beginning to nudge forward and we cannot do anything to jeopardise that recovery,” said Cllr Mark Flewitt, current executive councillor for transport and planning (picture). Cllr Graham Longley, Liberal Democrat group leader, said: “The Tories are clearly running scared of the local election and are trying every trick in the book to avoid defeat, but buying votes by taking away these charges is beyond reasonable politics. “They should never have put them on in the first place. But let’s not forget their generosity does not extend to the other car parking charges being proposed elsewhere in the borough.” The council has warned the £70,000 will now have to be cut from elsewhere. The administration has already cut 178 local government staff, and plans to cut [...]

Stop Airport Extension Now (SAEN) has been granted to the right to an oral hearing of its case against the expansion of Southend Airport. Last week, the High Court refused to hear an appeal from SAEN in which the group claimed Southend Council was wrong to grant planning permission for the new runway at the airport. SAEN has filed a renewal of claim for permission to apply for judicial review of the case. This means its members have the right to a 20 minute hearing before a High Court judge later this year, which will likely be within the next two months. “We are now in the position that the initial refusal is effectively meaningless,” said SAEN spokesman Denis Walker. “The decision will now be taken by the judge presiding over the oral hearing. “We would urge the Council to show restraint during this period and not to start work on the link road between Eastwoodbury Lane and Nestuda Way, at least until the outcome of this hearing is known.” Councillor for transport and planning Mark Flewitt (pictured), however, has rubbished SAEN’s claim the group has obtained a victory over the Council. “The right to the oral hearing is just [...]

The High Court has refused to hear an appeal brought by Stop Airport Extension Now (SAEN) against the Council for its decision to grant planning permission to London Southend Airport Company. The Council gave permission to extend the runway at Southend Airport in January 2010, and the decision was approved by Secretary of State John Denham in March, following opposition from SAEN. Judging, Mr Justice Cranston said none of the grounds of the challenge to the planning process were arguable, and that ‘the Council had acted quite correctly’. SAEN’s solicitor said: “We have been refused permission at this stage. However, we are considering whether to renew our application at an oral hearing.” SAEN spokesman Denis Walker said: “This is clearly not the news we wanted to hear, but the campaign is by no means over. “The people of Southend need to be protected from the noise, pollution and road congestion the runway extension will cause if it goes ahead.” Keith Terry, founder of pro-airport expansion social networking site PlaneS, said: “This is great news for Southend and the airport and may we all prosper together.”

Following the furore over the Cuckoo Corner and City Beach redevelopments, Mark Flewitt, the new executive councillor for Transport and Planning, is handling some of the most contentious issues facing the local authority. Here, Cllr Flewitt discusses the transport and planning issues Southend has, and the villification of his predecessor, Cllr Anna Waite. “You have inherited a poison chalice” – that’s a comment I have heard more than once since enthusiastically taking on my new role. And I have always replied “Actually it’s far from poisoned – it’s full of opportunities to advance the future of our great town.” I see this portfolio as the one which bridges a number of key areas – either delivering physical improvements to the land and networks in Southend, or protecting the character of the heritage of our Borough. Some of these improvements are welcomed; others are not, so a balance has to found so we improve the lot of the individual, the local communities and the Borough. Looking at the vibrancy of the campaign groups which oppose some of the big, key projects gives me a sign that we live in a truly healthy democratic community. However, seeing the personality led persecution of [...]

Stobart Group, owner of Southend Airport, has submitted a planning application to Southend Borough Council to build a 129 bedroom hotel. Permission to extend the runway at Southend Airport was given by the Council in January 2010, and the decision was approved by Secretary of State John Denham in March, following opposition from local residents and pressure group Stop Airport Extension Now (SAEN). Stobart’s application is for a hotel at the airport, adjacent to the Harp House roundabout. The hotel would provide three and five star facilities, 12 executive suites, cafes, bars, meeting and conference facilities, and a restaurant on the top floor. Stobart has called the hotel an “ambitious and innovative concept” and claims that it will provide “high quality facilities for airport passengers [and] local residents” as well as “serving airport businesses.” Alastair Welch, Managing Director of London Southend Airport, said: “High quality, convenient hotel facilities are an essential ingredient of successful regional airports and are an important part of our plans to modernise London Southend. “The new hotel will greatly improve facilities for passengers and flight crews using the airport. It will also benefit local businesses. “We hope that the local community will make use of the [...]

Due to a substantial deterioration of the carriageway, resurfacing works will be carried out along Whitehouse Road in Southend-on-Sea to provide a stronger and smoother road surface. The work is expected to take a week to complete and will be carried out between 9am and 6pm, subject to weather conditions, from Tuesday 1st June onwards. Access for residents and through traffic will be maintained during the works by the use of ‘Stop’ and ‘Go’ manually-operated boards or temporary traffic lights. Cllr Mark Flewitt, Southend-on-Sea Borough Council’s Executive Councillor for Planning and Transport, said: “This work will benefit the residents of Whitehouse Road because the new surface will be so much smoother and noise pollution from passing traffic will be greatly reduced as a result.” The Council has asked residents not to park their vehicles in the road while work is taking place so as not to cause an obstruction. The Council apologises in advance to residents for any inconvenience caused while the works are carried out.

Following Southend Council’s cabinet reshuffle, the pressure group Saxon King In Priory Park (SKIPP) has made demands on Cllr Anna Waite’s successor. Cllr Mark Flewitt (left), formerly the executive councillor for Adult Social Care, Health and Housing, is now in charge of Transport and Planning. Cllr Waite became unpopular with pressure groups, particularly SKIPP, during the reconstruction of Cuckoo Corner and Victoria Circus. SKIPP has mounted various protests calling for the halting of these projects, and Cllr Waite’s resignation. Now that Cllr Waite has exchanged departments with Cllr Flewitt, SKIPP has made its wishes clear. In an open letter to Cllr Flewitt, SKIPP said: “We welcome your recent appointment as portfolio holder for transport and Planning. “Given the entrenched and destructive attitude of your predecessor, we also welcome your comments about listening to the people of Southend; however, we have little trust in political rhetoric. “It will be your actions, not your words that the town will judge you on, please avoid repeating the mistakes of the previous incumbent. “Our town deserves a fairer deal when it comes to all future planning and transport issues. “In the future we believe a policy of comprehensive public consultation should be implemented across [...]

Stop Airport Entension Now (SAEN), the pressure group opposed to the development of Southend Airport, held a fundraiser on Saturday 8th May in Leigh. The group was recently under police investigation over allegations that it had distributed leaflets that broke election law. Spokesman Denis Walker denied the allegations, and no charge was brought. SAEN have continued to campaign against the expansion of Southend Airport, this month with a Shop Window Quiz and a stall in Leigh Broadway. Organisers of the event said that the day was successful and that membership and support had been increased.
By Rachel Charman The Saxon King in Priory Park (SKIPP) pressure group, which opposes the development of Cuckoo Corner and Victoria Circus, has spoken out over the vandalism of Cllr Anna Waite’s home. Cllr Waite is the Council’s portfolio holder for transport and planning in Southend. She has been targeted in some of SKIPP’s campaigns against the redevelopment work around the town, and the group has called for her resignation on a number of occasions. Today, SKIPP representatives condemned the vandalism committed against Cllr Waite last week, in which an unknown vandal painted “VOTE LABOUR” across an outside wall at her home. SKIPP is also concerned that their condemnation of the vandalism has not been reported in the local press, which they feel is unfair. A SKIPP spokesperson told Councilbust.com: “We totally condemn this action. “Despite our differences with Cllr Waite, this was a personal attack on her and we hope the perpetrators are quickly caught and punished for their moronic and malicious actions. “Unfortunately Cllr Waite has elected to imply our involvement in suggesting [the vandalism] was linked with Victoria Circus and Priory Crescent. “We resent this cheap shot. As a highly respected organisation SKIPP maintains far higher ethical standards [...]

By Rachel Charman During the night of 29th April, vandals attacked the home of Executive Councillor for Transport and Planning Anna Waite. Cllr Waite has attracted criticism this year due to the redevelopment of Cuckoo Corner, Priory Crescent and other areas of the town. In the last Council meeting, members of Saxon King In Priory Park (SKIPP) disrupted proceedings and chanted “Waite out! I’d rather hug a tree than Anna Waite!” and other similar comments. Vandals wrote “VOTE LABOUR” along Cllr Waite’s Grade II listed wall in orange paint. Cllr Waite wrote on her blog: “I have spoken to Cllr Norman (Leader of the Labour group) who was very supportive and I don’t imagine for one moment that it was the work of any official or organised Labour effort. “Rather I do think this is the direct result of the untrue, exaggerated and often very personal ‘claims’ that some desperate groups have made recently. “This mindless vandalism is a very sad reflection on whoever did this. “It caused us little difficulty and was gone by mid-morning but speaks volumes about the mentality of some people.” The police have been notified about the issue. Labour candidates Kevin Bonavia (Rochford and Southend East) [...]
